Planning and Optimization for Producers’ Waste Electrical and Electronic Equipment Recycling Schemes

To fulfill the requests and needs of thie project by Taiwan EPA, several conclusions and suggestions have been made based on the results of our study and research as follows. 1. For the producer’s recycling scheme planning: (1) We first collected data and analyze the current and future status of WEEE recycling in Taiwan. International case study on private recycling schemes was also conducted for further references. (2) The public hearing for producers was held on July 16, 2008. The committee composed by the representatives of IT producers was established on August 8, 2008. Then, by September 26, 2008, we organized nine workshops for the committee to discuss the formation principles of the producers’ recycling scheme. (3) From those workshops, the primary proposal for the producers’ recycling scheme has been completed and then released to the public on December 25, 2008. 2. For communication with foreign recycling organizations: (1) Through this project, the communication with foreign organizations has been established. The follow-up activities for information exchange, such as memorandum and workshops, have also been suggested. (2) The posters about the performance of Taiwan WEEE recycling were presented by our research team in two international conferences in 2008. Another paper for conference has also been prepared but presented by Tawan EPA participant in early 2009. (3) The translation from English to Chinese for 15 academic papers about WEEE recycling has also been completed. 3. For the investigation on currently registered and subsidized recyclers: (1) The face-to-face interviews with questionnaires have been completed by our research team to collect the information about the recycling facilities operators and management. We therefore suggested further improvement plans for the recyclers. (2) We suggested the producers’ recycling scheme should select and contract its own recycling partners based on past performance on fulfilling environmental regulations, social responsibility and business scale. (3) We also called the registered and subsidized recyclers for a meeting on October 16, 2008 to announce the plan and proposal of the producers’ recycling scheme. The recyclers looked forward to the future operation of the recycling scheme.
